Type of certification

What type of Certificate Program should be considered a standard in the field?
A set of online training programs?
Does the provider have to be an accredited educational institution?
In order to be eligible for certification, should there be a requirement that the student have completed a higher level of education such as a bachelors or masters degree?
I think that it would be very difficult to base an ODR certification on educational levels alone. Likely the most salient view of certification would be to look at standardization of practice. For example one can look at the two International Standards Organization (ISO) internationally accepted standards for complaint handling:

International Organization for Standardization, 2004, Quality management — Customer satisfaction —Guidelines for complaints handling in organizations, Standard ISO 10002, Geneva

International Organization for Standardization, 2006, Quality management — Customer satisfaction —Guidelines for dispute resolution external to organizations, Draft Standard ISO 10003, Geneva

In the future it would be possible to evaluate the comptency of an ODR program either by the application of these standards, - or - importantly by the development of a specific standard for ODR practice.
